MEMORANDUM FOR MR. DOUGLAS L. WALDORF
Subject: Report for SHIGEMITSU
You are probably familiar with the carbon paper found in Moscow upon which a report had been written for Shigemitsu. Many difficult translation problems are presented so that it is very important that we obtain the original of this document from the Japanese Government, as well as certain other documents written by Shigemitsu which are referred to in this report.
It will be appreciated if you will issue a directive to the Japanese Government to produce a report made by Shigemitsu in August 1935 and in December 1935, entitled “International and Political Situation of Japan” and “International and Political Situation Lately.” These are the two reports referred to in the principal report, the title of which is “Critical Period Japan is Living Through, Waverings in British Policies, Feelings of Superiority in the U. S. A., and Future Perturbations.” This last document is undated but according to an affidavit of the Japanese secretary who wrote it it was prepared either in 1937 of 1938 and was sent to the Japanese Ministry of Foreign Affairs.
Please consider what other investigative actions can be taken to secure the originals of these documents in addition to the issuing of a directive for their production. Due to the importance of this matter, I trust you will expedite the handling of it.
