1.In lieu of personal appearance of John B. Powell as a witness, we desire his affidavit in line with Colonel Morrow’s letter to him, with special emphasis on the formation of Chinese Puppet Government and enlargement of testimony relating to particular defendants named in the indictment insofar as personally known to him.
2.With regard to Young, if his testimony is material and legally admissible on the two points previously mentioned, his presence as a witness is desired. Material testimony on other matters would be cumulative and his appearance as a witness on such other matters is not considered necessary.
