TO: ALL ATTORNEYS
FROM: EUGENE D. WILLIAMS
SUBJECT: TRIAL PROCEDURE
It is urged that at each time proof is presented of statements made or action taken at any meeting of an official Japanese body (such as cabinet, imperial conference, liaison meeting, etc), that the attorney presenting such evidence state to the court the names and offices held by all defendants who were present at such meeting.
If uninformed or in doubt as to those present, please contact Mr. Horwitz who will assist in getting accurate information and references to the record to support such statements. This will require careful and accurate preliminary preparation. Your compliance with this suggestion will be of great assistance not only in directing the court’s attention at pertinent times to the activities of defendants but in enabling those who have the task of summing up the case to have the information readily available.
