MEMORANDUM RE: Proposed Group Conference on International Criminal Law I.Time: Friday, 6 December 1946 Dinner at 6:00 P.M.; discussion to open at 6:$5. II.Place: Card Room, Dai Iti Hotel. III.Present: Interested members of staff, Tokyo trial. IV.Objectives: 1. Informal discussion on international criminal law offenses and procedures. 2. Possible plans and preparations for continuing personal cooperation in the administration and codification of international criminal law. V. Policy: 1. No publicity. 2. No officers except acting secretary and rotating chairmen. 3. Working level participation, particularly by experienced prosecuting attorneys. VI. Conference subjects proposed for first meeting: 1.Definition of aggressive war, in Nurnberg judgment and elsewhere. 2.Definition of war crimes. 3.Wording of treaty clauses, present and future, expressly imposing personal penal liability for failure to obey or to enforce treaty provisions. 4.Arrangements for next meeting.
