Acceleration of the Measures in the South (A Memo) Decision of the Liaison Conference between the Government and the Imperial Headquarters, June 25, 1941 1. Japan, in the light of the prevailing circumstances, will accelerate her measures vis-à-vis French Indo-China and Thailand in accordance with her fixed policies. Especially in connection with the return of her delegation to the Netherlands East Indies she will speedily establish a relationship of military cohesion with French Indo-China having for its purpose the stabilization and defense of East Asia. In establishing the relationship of military cohesion with French Indo-China, Japan’s requirements are as follows: a. Establishment or use of air bases and port facilities in certain specified areas of French Indo-China; stationing of the necessary troops in south French Indo-China.
