Nov. 20, 1936 . • • Therefore, as the first step for executing the above foreign policy, the Government planned coordination with Germany and since the spring of this year has instructed the Japanese Ambassador to Germany and since the spring of this year has instructed the Japanese Ambassador to Germany to carry on negotiations with the representative officials of the Germany Government /along the line of joint defence against the red peril/.
