b. Facilities to be provided for the stationing of Japanese troops.
2. Diplomatic negotiations will be opened for the above purpose.
3. In case the Government of France or of French Indo-China rejects our demands, we will attain our objectives by force of arms.
4. In order to be prepared for the above contingency, preparations will be made in advance for dispatching troops.
