HS/jen 24 September 1947 MEMORANDUM FOR: Mr. Edward P. Monaghan, Chief, Investigative Division, IPS FROM: Henry Shimojima, Investigator, ID-IPS SUBJECT: Marginal notes on IPS Doc. No. 3112-(3) Pursuant to your verbal assignment an investigation was made to determine whether the date, which appears in the marginal notes written in ink, is the correct date when the transcript of the Foreign Minister?ÇÖs view concerning the Japanese-American negotiation was issued. On 23 September 1947 NAKAMURA, Toyoichi was interviewed in the War Ministry Building. From early 1941 to 1943 NAKAMURA was Minister to Nanking. When he returned to Tokyo in the latter year, he helped out at the Foreign Ministry while waiting for his clearance to Finland by gathering together all documents relating to the Japanese-American negotiation for the file. It was known than that the document (IPS Doc. No. 3112-(3)) was misplaced some where. As it states in the translation of the marginal notes re Transcript of the Foreign Minister?ÇÖs views concerning the Japanese-American negotiation as of about 23 May of this year, it is NAKAMURA?ÇÖs belief that the person who found this document made the notation on such date (23 May of this year).
