As a initial stop, the exchange control in the NEI will be made to operate in such manner as will give a generous treatment to Japanese nationals; and the banks and financial institutions of the NEI will set up credits for Japanese and afford the other financial facilities as much as possible.
8. As regards the transportation and communications, efforts will be made to acquire the following special rights and concessions as means for securing Japan’s leading position over the whole of Greater East Asia.
a. Right of coastwise trading; right to major closed ports; right to operate and utilize harbor equipment.
b. Right to land and operate submarine cables; right to participate in internal communications enterprises; other communications rights.
c. Right to establish regular air services and to install aeronautical safety appliances.
9. As regards marine industries, in order to build up a firm foothold in the south, efforts will be make to acquire concessions regarding increase of fishing craft; removal of restrictions on ports for importation of fishing products; establishment of fishery bases; and other matters connected with the management of the marine industry.
10. Efforts will be made that no new concessions will be given to third Powers by the NEI, and to do away with those existing concessions with hinders the promotion of Japanese enterprises.
