(8) The military provisions were placed in the Secret Treaty for the reason that knowledge of them would likely alienate the Union of Soviet Socialist Republics and complicate and delay negotiations for certain proposed fishing treaties. In the event of danger of outbreak of war between Japan and the Soviet Union, it was considered necessary that negotiations be pushed beyond the provisions of the pact.
