IPS Doc. 1822 TP.2028- 2029 1935 CHINA PROPER Doihara bent his efoorts on the creation of autonomous regimes in North China. (Tanaka's testimony) Doihara reported to General Minami about the establishment of autonomous regimes in North China which would, according to his report, take orders of the Kwantung Army. Tanaka was present when Doihara made the report. (Tanaka's testimony) Agreement between Doihara and Hopei Chahar Political Council made Prince Teh in control of Chahar. (Tanaka's testimony) Doihara controlled negotiations between Taka-hashi, Tan, (military attche) and Chinese au¬thorities. Purpose of Doihara's visit was to form separatist regimes.
