Doihara bent his efoorts on the creation of autonomous regimes in North China. (Tanaka's testimony)
Doihara reported to General Minami about the establishment of autonomous regimes in North China which would, according to his report, take orders of the Kwantung Army. Tanaka was present when Doihara made the report. (Tanaka's testimony)
