Advises the IPS which areas should be paid most attention to during the Defense phase and that "nothing should delay the proceedings." Advises members to be "active in preventing and cutting short the attempts of the Defense to use the court room as an open forum for political purposes of anti-democratic nature." Outlines areas to apply this suggestion to in the Defense phase.
