Recommends that IPS Document #14 be translated regardless if it is submitted or not. Then states the reasons he feels it is an important document, including the fact that it is from Prime Minister General TANAKA to DOIHARA, it is marked confidential, and it introduced AIKAWA (to help develop mining in Manchuria) to DOIHARA. Then states the story that can be built up with the document once it is introduced to the court. Handwritten notation states "This is making a lot about nothing. I know all about this. Sit for week."
