To the Defense Panel. Discusses previously agreed to waivers of the rules set before the Chambers Hearing on 28 May 1947. States "under the distribution adopted by the Tribunal without consultation or hearing on the prosecution's needs or viewpoints the prosecution has had to bear the full brunt of the waiver." Indicates that in the future the prosecution will not deviate from the prescribed rules as a result.
