To all members of the staff who accused have been assigned. Tavenner distributes the reports that contain the analysis of defense summation for Section F (the Manchurian Phase), Section G (the China Phase), and Section I (the Japanese-German-Italian Phase). Gives timeline for when other reports will be distributed. Attached to this memorandum is the Analysis of Defense Summation on Manchurian Phase that describes areas that lack citation or support or that are misstatements of fact.
