To the members of the staff to whom accused have been assigned. Note at top states "The Instructions of March 3 and 15 Relate to hte Defense Summations. This Instruction Relates to Individual Summations. Tavenner tasks each staff member to whom an accused individual has been assigned with the "sole responsibility of studying the summation pertaining to his accused and reporting on matters hereinafter specified." Tavenner then gives a detailed outline of how to prepare the required dossiers for the individual summations, including a name index, a report to the summation committee on specific items (including erroneous citations and misstatements, all material arguments in the individual summation that are false or misleading, and when a document in individual summation has been correctly cited but the citation points to evidence that is not true), and proper notation of any points previously mentioned in the report that are extremely important.
