"THE IMPERIAL JAPANESE GOVERNMENT, THE ITALIAN GOVERNMENT, THE GERMAN GOVERNMENT, considering the fact that the Communist-Internationale threatens constantly the civilized world in the Occident and the Orient, dis¬turbing and destroying its peace and order, firmly be¬lieving that only close cooperation among all the states who are interested in maintaining peace and order will be able to reduce and remove this peril, considering that Italy, which since the advent of the Fascist Regime has combatted with indomitable determination such peril and has driven out the Communist-Internationale from her territory, has decided to fight against this common enemy with Japan and Germany, which adhere closely to the same will to defend themselves against the Communist-Internationale have entered into the following agreement in accordance with the provisions of Article II of the Accord against
