Concerning the situation of German Economic Interests in the parts of China occupied by Japan.
I.
"In view of the reactions which the Japanese-Chinese conflict inevitably exercises upon foreign economic interests in China, the Japanese Government has repeatedly declared its intention to respect these foreign interests and to maintain the principle of the Open Door and the principle of the equal possibilities.
"In addition to that the Japanese Government has promised our economic interests in China a preferential
treatment in consideration of the special relations existing
between Germany and Japan and the great friendship which
Germany has shown since the conclusion of the Anti-Comintern
Agreement, through the recognition of Manchuria, the recall of military advisors and the suspension of all war material
supplies to China.
