Subtitle is "Principal Points in Negotiations with Germany, Italy and the Soviet Union." Includes statements such as "The Soviet Union will be persuaded to accept Foreign Minister Ribbentrop's plan, under which she will fall in lines with the tripartite policy of Japan, Germany, and Italy to overthrow Britain. Meanwhile, we will adjust Soviet-Japanese relations."
