IPS DOC 820 -- continued ITEM: 2. Decision by War, Navy, Foreign and Finance Ministers, on 16 Dec 1937, Re Economic Exploitation of North China and Shanghai. TRANSLATION: No. ANALYSIS:North China would be exploitated by a Japanese chartered company of the status of national policy enterprise, in accordance with the spirit of general mobilization in Japan. It would engage in all the large enterprises in North China. It would fit with the economic plans of Japan and Manchukuo, to serve to strengthen the economies of Japan and Manchukuo, and their national defenses as well. Adjustments should be made so far as the trade with third foreign powers were concerned to form closer trade relations between North China, Manchukuo and Japan. An understanding with the Cabinet Meeting should be made, that the gold output of North China should be speedily developed which would help Japan's international balance. In Shanghai, Japanese should take over the public utilities. Financial facilities should be granted to Japanese nationals residing in Shanghai. Communications between Japan, north China, Manchukuo and Shanghai should be rapidly developed. SIGNIFICANCE: 1.Economic aggression decided early in the war. 2.Economic aggression in China was always related to the economic aggression in Manchuria and the preparation of war in Japan. 3.The openly planned exploitation of the gold in north China. The policy was decided long before the actual establishment of the North China Development Co., etc. The document bears the signatures in contracted form of HIROTA, KAYA, ETC., on the covering page. SUGGESTIONS: 1.This document should be immediately processed to be used against KAYA, then Finance Minister. 2.The information should be used against the defense case of economic aggresion in China.
