IPS DCC 1634, Item 16 (c) —continued SIGNIFICANCE: 1. This is one of the earliest Japanese plans after the outbreak of the Marco-Polo Incident, 7 July 1937, which clearly ties up the China Aggression with Manchurian Aggression, thus to prove the existence of an integral conspiracy. 2. It also reveals that the War Ministry was urging the dispatching of troops, in fact, a violation of the cabinet decision not to aggravate the matter but to localize the incident. 3. Although the Foreign Ministry under the accused HIROTA was not as aggressive as the War Ministry, yet its own suggestion had practically the same objectives — the domination of Manchuria and the subjugation of the rest of China. 4.This will implicate HIROTA, then Foreign Minister, and UMEZU, then Vice Minister of War. 5.SHIBAYAMA played quite an active part in such policy making. He is a forthcoming defense witness. He has been interrogated by Mr. Edwards. SUGGESTIONS: 1.The document should be processed to be used against the witness SHIBAYAMA. 2.The information contained in this document should be used against some of the witnesses connected with 7 July 1937 Incident.
