IPS DOC 820 TITLE: BOUND FILES: "THE DECISION OF IMPORTANT POLICIES", 1937-8 ITEM: 1. Policy Vis-a-vis Foreign Intervention and Mediation, adopted by Foreign Ministry, Navy Ministry and War Ministry, 22 Oct 1937. TRANSLATION: No. ANALYSIS:Most regretfully, the Document Analysis sheet contains very little information on such an important document. On 11 Oct 1937, War Ministry presented its opinion that the intervention, even mediation, of the Foreign Powers with regard to the War between Japan and China should be rejected. That Germany and Italy should be informed of such in advance. On 21 Oct 1937, Foreign Minister HIROTA gave his consent to the above. The next day, the resolution to the same effect was made by the three ministries. Foreign, Navy and War. SIGNIFICANCE: 1.Axis Conspiracy, Germany and Italy should be informed. 2.Even mediation would be rejected, which proved Japan's decision to crush China. 3.It originated from the War Ministry, of which UMEZU was then the Vice-Minister. 4.HIROTA, the Foreign Minister, gave his consent. SUGGESTIONS: This document could be used against either HIROTA or UMEZU or both. It can also be used to refute any defense witness who might claim that Japan had peaceful intentions to make¬up with China.
