Alerts Keenan that it is very difficult to predict how long the Defense will take in each of their phases for the trial. States that he will try to eliminate many of the planned sixty witnesses the defense wants to call to the stand, but that ultimately, Tavenner feels that his initial predictions were too conservative for how long the defense phase would last. Concludes that "even if the China and Russia phases should consume more time than I predicted in my last letter, the possibility of TOJO testifying during the Pacific phase still exists."
