To all staff attorneys. Informs staff attorneys that under "Rule 6(b)(1) of the Rules of the Tribunal, all applications must be made to the Tribunal in order to introduce evidence which is not a complete document in itself." Gives examples of what this means and informs attorneys that they must make the special applications for excerpts immediately so their rebuttal evidence can be put in by the proper time. States that the "form of the application and the steps which are necessary to comply with the court rules may be ascertained by contacting Mr. Crowe, if an attorney desires information."
